Non-Department of Defense personnel who require a DoD Common Access Card must be sponsored by a Contractor Verification System trusted agent under new rules being implemented DoD-wide.
To meet the requirements of Homeland Security Presidential Directive 12, a CVS trusted agent must in-process non-DoD civil service employees, presidential appointees, other federal agency contractors, paid American Red Cross employees, Intergovernmental Personnel Act personnel and Non-Appropriated Fund employees through the CVS website. Effective Jan. 28, site security managers and verifying officials cannot add records of non-DoD personnel to the Defense Enrollment Eligibility Reporting System, known as DEERS. Each non-DoD employee, even if showing in DEERS, must be verified by an authoritative source — the CVS — before a Common Access Card can be issued.
Adjutant General officials said all employees receiving a CAC must require it for access to government network computers, not just for identification purposes. Employees must also have a military or government e-mail address to receive a CAC.
